1. Three minutes of author’s explanation
2. Five minutes of questions (extendable), during which time amendments should be submitted to the Secretary
3. In line for amendments (each must be moved by a member of the body)
4. In line for debate
5. In line for a vote of final passage
Consent Calendar Process:
1. Three minutes of author’s explanation (not yieldable)
2. Three minutes of questions (not extendable)
3. One motion to recess for caucusing for five minutes or less will be entertained
4. No amendments will be considered. If you have a serious concern that requires amending one of the bills, please try to speak to Floor Leader Humphrey before we begin hearing the bill so we can consider seeing it in regular order
5. Debate may not be called.
