The Bill was discussed in senate and passed in the house of representative on Nov. 18, 2023. Moving to senate, there was split and very distinctive view.
The author of bill intended to get a very concerning act. Some of the pros consist of good light pollutions and better visibility by using LED. They are proven to be very cost effective and have a higher life span compared to fluorescent bulbs. LED lights are up to 80% more efficient. Unlike fluorescent lights, LED lights convert 95% of their energy into light and only 5% is wasted as heat; this is all while still using far less power to provide a strong and consistent output at a lower wattage.

Many argued LED lights, when properly designed and implemented, can contribute to reducing their impact on wildlife. Unlike some traditional lighting sources, LEDs can be tailored to emit specific wavelengths, minimizing disturbance to nocturnal animals.
Additionally, well-designed LED lighting systems can incorporate shielding and dimming features, further mitigating the potential negative effects on wildlife behavior and ecosystems. Properly managed LED lighting helps strike a balance between human needs and the preservation of natural habitats. The bill passed 12-3.
